ABSTRACT
This study was carried out to critically assess leadership and good governance in Nigeria: issues and prospects for national development using the Policy and Legal Advocacy Centre (PLAC), Guzape District, Abuja as a case study. The study was specifically carried out to assess the current state of political leadership and governance in Nigeria, examine the impact of leadership quality on the attainment of good governance in Nigeria, evaluate the impact of bad leadership on national development in Nigeria, identify the major challenges hindering effective leadership and good governance in Nigeria, and assess the prospects for leadership practices and governance structures for sustainable national development in Nigeria. The study employed the descriptive survey research design. The population of the study consisted of 345 staff and members of PLAC, Guzape District, Abuja, while the sample size was 185 respondents determined using the Taro Yamane formula. The multi-stage sampling technique comprising stratified and convenience sampling was adopted for the study. The questionnaire was used as a major instrument for data collection while the data were analyzed using descriptive and inferential statistics (mean, SD, one way analysis of variance and logistic regression). The result showed that the quality of leadership has a significant impact on the attainment of good governance in Nigeria at F = 5.214, P = 0.001, bad leadership has a significant impact on national development at F = 6.027, P = 0.000, and the major challenges hindering effective leadership and governance such as corruption, ethnic bias, weak institution and political interference are significant at p < 0.05, Exp(B) ranging from 2.39 to 3.37. The study therefore recommends that the strengthening of democratic institutions, leadership training should be given priority, anti-corruption agencies should be given autonomy, and inclusive leadership should be promoted to ensure transparency and accountability and sustainable national development in Nigeria.

1.1 Background of the Study
As a concept, leadership and governance have always been of interest to scholars of social sciences as the two phenomena have a widespread effect on the structure and progress of society. The art of leadership is not only confined in the field of organization or politics but also in the overall dynamics of human activities, decision-making process, and efficacy of institutions. Governance, in this case, is not confined to the existing administrative systems but also can encompass the principles, norms and processes that would determine how the society would behave and how it would manage the available resources. Shuaibu and Japhet (2021) argue that an enabling environment to promote social cohesion and sustainable development is developed by effective leadership and governance. According to Akpanebu and Olu-Gbo (2021), the multidimensional lens of these constructs needs to take into consideration the historical, cultural and structural contexts. Through the enlarging of leadership and governance to a larger scope, scholars could be able to value their transformative properties in various societies.
Leadership is simply a process where individuals or groups of people are able to influence others to accomplish common objectives. It is also defined by vision, strategic foresight, decision-making ability, and the capacity to encourage collective action (Udoms & Atakpa, 2021). Good governance, in its turn, is described as a compliance with the ruling authorities by the principles of accountability, transparency, participation, and the rule of law (Solomon et al., 2023). According to Eyitayo and Motunrayo (2021), leadership and governance are inseparable in that the integrity of the governance structures, and the effectiveness of the delivery of services is directly dependent on the quality of leadership. The analytical frameworks that can be adopted with the consistent comprehension of these concepts are able to evaluate both qualitative and quantitative aspects of the administrative efficacy and the performance of the institution. This theoretical understanding is the basis on which one examines their relevance in the context of national growth.
Leadership, governance and national development have a dynamic and mutual relationship. Good governance can be triggered through good leadership that fosters institutional change, good behaviour, and inclusive decision-making (Emmanuel & Enewerome, 2024). On the other hand, effective governance systems empower leadership responsibility and trust in institutions in the society (Atelhe & Egwu, 2020). Afonughe (2024) emphasizes that national development is multidimensional, economic growth, social equity, political stability, and infrastructural advancement are all aspects, which are affected by the quality of governance and leadership. In addition, the inclusive governance practices in leadership mean that the societal needs are reflected in the policy decisions made so that it will lead to sustainable development. This puts strain on the theoretical assumption that leadership and governance is not an administrative role but a critical tool in the attainment of overall development of the nation.
The issue of leadership and good governance acquires a certain level of importance in terms of Nigeria because of the socio-political diversity of this country, its economic potential, and intricate institutional frameworks. Akanle and Augustine (2021) assume that the developmental course of Nigeria is extremely dependent on how successful the leaders can implement the principle of governance. Rigorous leadership in Nigeria involves the formulation of policies as well as the application of transparency, accountability, and participatory governance at federal, state, and local governance (Shuaibu and Japhet, 2021). Akpanebu and Olu-Gbo (2021) also add that good governance offers the structural platform upon which countries can coexist, promote social justice, and enhance economic empowerment. This is why the evaluation of leadership and governance in Nigeria is significant to see the opportunities to develop the country sustainably as these factors are seen as a combination that defines how independent a nation is in terms of ensuring sustainable societal growth.

The interaction between leadership and governance is dynamic and therefore includes vision, decision-making, ethical influence on the one hand and accountability, transparency, and participation, on the other hand (Udoms and Atakpa, 2021). According to Solomon et al. (2023), this interplay is important in the process of determining the developmental path of any country. With the current discourse, research has identified leadership and governance as tools of transforming the society but the discourse tends to focus on the general and not on the localized contexts. Eyitayo and Motunrayo (2021) note that because of the dynamics of sociopolitical realities, it is important to frame research within national contexts to acquire a more detailed picture. As a result, it is strongly warranted that these constructs be studied in Nigeria with a view of deriving practical implications that can be used to inform policy and practice.
Even after the theoretical agreement about the relevance of leadership and governance, Nigeria is still grappling with practicalities of the constructs. Having an effective leadership that is supposed to drive ethical behavior, policy coherency, and inclusive decision-making is often a challenge in putting the principle into practice (Akpanebu & Olu-Gbo, 2021). Greater consistency has not always been effectively implemented in federal, state, and local institutions in terms of good governance, which is the systematic use of transparency, accountability, and equitable resource allocation (Emmanuel & Enewerome, 2024). As Shuaibu and Japhet (2021) note, frameworks of governance are in place, but they cannot be implemented uniformly, which generates inconsistency in the delivery of services and credibility of the institution. This contrast between the ideal form of governance and the reality points to the essential field of academic investigation.
The other aspect of the issue is the correlation between quality of leadership and developmental outcomes. According to Atelhe and Egwu (2020), the effects of leadership on socio-economic and political development are usually mediated by organizational capacity, civil assurance, and policy sustainability. In Nigeria, this association is still poorly researched in a systematic, empirical way, where knowledge gaps exist on how the leadership practices influence the result of governance and national development rates, in a tangible sense (Afonughe, 2024). Akanle and Augustine (2021) also emphasize that a lack of contextualized research is an obstacle that makes it difficult to develop strategies that would be able to match the behavior of leadership with the requirements of sustainable development. Therefore, there is an urgent necessity of systematic research to understand the mechanisms, in particular, how leadership can be effective in governance.
This study, therefore, aims to fill these knowledge gaps by presenting a narrow empirical evaluation of leadership and good governance in Nigeria and its effects to national growth. The existing state is an indicator of inconsistency in leadership and partial implementation of governance, and the ideal one is the focus on ethical, transparent, and participatory structures contributing to sustainable development (Eyitayo & Motunrayo, 2021). The study will address the gap in theory and practice by exploring these constructs and providing evidence-based ideas to empower institutional structures, improve accountability, and effective leadership.

The main purpose of this study is to assess leadership and good governance in Nigeria: issues and prospects for national development. Specifically, the study aims to:

Research Design: The study adopted a descriptive research design.
Population of the Study: The population of the study comprises staff and members of Policy and Legal Advocacy Centre (PLAC), Guzape District, Abuja.
Sample Size Determination: The study adopted the Taro Yamane formula to determine a sample size of 185 participants.
Sampling Technique: The study employed stratified and convenience sampling techniques to select the individual respondents.
Research Instrument: The study utilized a structured questionnaire as the instrument for data collection.
Methods of Data Analysis: The collected data were analyzed using frequencies, percentages, means, and standard deviations to summarize and present the demographic characteristics of the respondents and their responses. Inferential statistics, such as ANOVA and Logistic Regression, were used to test the hypotheses.

MAJOR FINDINGS (Preview)
The analysis results were presented in tables. Based on the results obtained from the analysis, the following findings are made:
i. The study found that the current state of political leadership and governance in Nigeria reflects moderate adherence to the principles of good governance, as evidenced by mean scores ranging from 2.9 to 3.2, indicating that respondents moderately agreed that political leadership in Nigeria demonstrates some attributes of good leadership although inconsistently.
ii. The study found that leadership quality has a significant impact on the attainment of good governance in Nigeria, as evidenced by mean scores ranging from 3.3 to 3.5, which are above the acceptance benchmark of 3.00. The corresponding hypothesis test further showed an F-value of 5.214 and a p-value of 0.001 (p < 0.05), leading to the rejection of the null hypothesis.
iii. The study found that bad leadership has a significant negative impact on national development in Nigeria, as evidenced by mean scores ranging from 3.3 to 3.5, which are above the acceptance benchmark of 3.00. The corresponding hypothesis test further showed an F-value of 6.027 and a p-value of 0.000 (p < 0.05), leading to the rejection of the null hypothesis.
iv. The study found that corruption, ethnic and religious bias, weak institutional structures, political interference, inadequate leadership training, and poor reward and sanction systems are significant challenges hindering effective leadership and good governance in Nigeria, as evidenced by mean scores ranging from 3.3 to 3.6, which are above the acceptance benchmark of 3.00. The corresponding logistic regression analysis further showed that all six variables had significant p-values ranging from 0.002 to 0.012 (p < 0.05), leading to the rejection of the null hypothesis.
v. The study found that strengthening democratic institutions, leadership training, adoption of technology, youth inclusion, anti-corruption measures, and effective policy reforms have strong prospects for promoting sustainable national development in Nigeria, as evidenced by mean scores ranging from 3.4 to 3.6, which are above the acceptance benchmark of 3.00.

i. The study found that the current state of political leadership and governance in Nigeria reflects moderate adherence to the principles of good governance, as evidenced by mean scores ranging from 2.9 to 3.2, indicating that respondents moderately agreed that political leadership in Nigeria demonstrates some attributes of good leadership although inconsistently.
ii. The study found that leadership quality has a significant impact on the attainment of good governance in Nigeria, as evidenced by mean scores ranging from 3.3 to 3.5, which are above the acceptance benchmark of 3.00. The corresponding hypothesis test further showed an F-value of 5.214 and a p-value of 0.001 (p < 0.05), leading to the rejection of the null hypothesis.
iii. The study found that bad leadership has a significant negative impact on national development in Nigeria, as evidenced by mean scores ranging from 3.3 to 3.5, which are above the acceptance benchmark of 3.00. The corresponding hypothesis test further showed an F-value of 6.027 and a p-value of 0.000 (p < 0.05), leading to the rejection of the null hypothesis.
iv. The study found that corruption, ethnic and religious bias, weak institutional structures, political interference, inadequate leadership training, and poor reward and sanction systems are significant challenges hindering effective leadership and good governance in Nigeria, as evidenced by mean scores ranging from 3.3 to 3.6, which are above the acceptance benchmark of 3.00. The corresponding logistic regression analysis further showed that all six variables had significant p-values ranging from 0.002 to 0.012 (p < 0.05), leading to the rejection of the null hypothesis.
v. The study found that strengthening democratic institutions, leadership training, adoption of technology, youth inclusion, anti-corruption measures, and effective policy reforms have strong prospects for promoting sustainable national development in Nigeria, as evidenced by mean scores ranging from 3.4 to 3.6, which are above the acceptance benchmark of 3.00.
