ABSTRACT
This study evaluated the Impact of AI Powered Chatbots on Public Service Communication: A Study of Kano State Government Digital Platform. The specific objectives were to determine the level of utilisation of chatbot, their effectiveness to improve information dissemination, their impact on citizen engagement and identify challenges associated with their usage within the Kano State Government. The research design used was descriptive survey research design and the population includes 232 government communication officers and ICT staff who are responsible for digital interaction and data management. Using the Taro Yamane formula, the size of the sample was found to be 147 respondents and stratified random sampling technique was used to ensure a proportional representation of both groups. Data were obtained through structured questionnaire developed on the basis of 4 points Likert scale and was validated by expert in information management and communication studies. The data collected were analysed using descriptive statistics (mean and standard deviation) to answer the research questions and Pearson Product Moment Correlation (PPMC) was used to test the hypothesis at 0.05 level of significance. The results indicated that the use of AI-powered chatbots is used extensively for public communication with a mean score of 3.42 (SD = 0.66), and there is also a significant positive relationship between the use of chatbots and improved information dissemination (r = 0.56, p < 0.05), and use of chatbots and citizen engagement (r = 0.62, p < 0.05). The study came to the conclusion that AI-powered chatbots improve transparency, responsiveness, and digital interaction between government and citizens. It recommends that the Kano State Government should strengthen the digital infrastructure, arrange for incessant training for the staff, develop supportive AI governance policies, and create awareness among the people to explore the optimal use of chatbots for effective governance and service delivery.

INTRODUCTION (Preview)
1.1 Background of the Study
The rise of Artificial Intelligence (AI) has revolutionized the way humans and digital systems interact with each other, bringing about an era of automation, efficiency and personalized interaction. Artificial intelligence (AI) is an intelligent system that simulates human intelligence (i.e. the capability to think, learn and act) by designing machines as intelligent entities (Aggarwal et al. 2023). According to authors like Adam et al. (2020), AI has come from the idea of machine reasoning to become an applied framework that is used to take decisions and to communicate in various sectors. AI has so much transforming potential due to its unique capability to process large quantities of data, generate predictive outcomes and human-machine interaction in real-time. As Endurance et al (2021) tell us, the use of AI in conjunction with social and institutional systems has led to significant improvements in the efficiency of service delivery and communication. Hence, AI has become a technological innovation and strategic enabler in public and private sector operations of the modern world.
Within the general category of AI, chatbots (and more specifically, AI-powered chatbots) is a very popular application in the digital communications field. AI-powered chatbots are conversational systems that are able to simulate human-like conversations using natural language processing and machine learning algorithms (Androutsopoulou et al., 2019). They offer institutions the power to communicate with users in an automated and personalised way, such as being able to give users real-time answers to questions and two-way communication. According to Baabdullah et al. (2022), these systems are becoming an integral part of the digital transformation strategies and they offer efficient and interactive communication across different sectors. Similarly, Nwosu et al. (2024) accentuate the fact that the accessibility and user experience perspective of AI-powered chatbots is not the only advantage, but they also change the nature of information exchange in the governance and administrative processes. Hence, the concept of AI-powered conversational systems is very slowly changing the modalities in which organisations interact with their publics.

Alareej (2024) states that the introduction of chat-bots into government institutions facilitates two-way communication and by doing so, creates participatory digital spaces of civic participation. Therefore, AI-driven communication systems are fast becoming an invaluable tool of good governance and proper public relations.
Moreover, AI Chatbots have been reported to have a vital role to play in better dissemination of knowledge in the public platforms. Structured conversational capacity of chatbot enables to deliver accurate and consistent messages to the user with less communication delay and misunderstanding, said Men et al. (2023). Pham et al. (2022) also state that chatbots use adaptive learning to meet the needs of the users with the purpose of making messages sent in public more transparent and pertinent. This dynamic functionality is related to Nwosu et al (2024) who posit that, AI systems make the institutions transparent and augment the communication chain between the authorities and the people. As such, the use of AI powered chatbots is playing a strategic role in the timely and efficient dissemination of information in the systems of public administration.
In addition to information management; AI-based chatbot has a tremendous impact on citizen engagement. Argyle et al. (2023) argue that AI systems lend themselves to participatory governance because they enable citizens and public institutions to have a dialogue and provide and receive feedback. Similarly, according to Androutsopoulou et al. (2019), interactive digital agents is helpful with the promotion of the feeling of being included and responded to in democratic spaces. By allowing citizens to ask questions and initiate suggestions and interact with the authorities through digital channels, chatbots tend to lower the bureaucratic barriers and open new opportunities to collaborate (Vassilakopoulou et al., 2022). Furthermore, as per Men et al. (2023) state, prolonged conversational interactions through AI chatbots help to build trust and enhance the perception of citizens when it comes to transparency in government organisations. Therefore, the AI-powered platforms are not only tools for service automation, they are engines to boost civic participation.
On the one hand, the relevance of AI chatbots also helps to extend the operational efficiency and digital modernization of public institutions. According to Baabdullah et al. (2022), these chatbots help to contribute to the agility of the organisations by automating the repetitive communication tasks, thus allowing the public servants to focus on the complicated tasks. According to Sharma et al. (2024) integration of the AI systems in administrative function enables the streamlining of the workflow, budgeting of the working costs, and enhancing the uniformity of services. U. et al. (2025) also reiterate that the role of AI in the governance domain is part of the solution of misinformation and making sure that information is credible amid the digital saturation. Therefore, the introduction of AI powered chatbots is a huge step in the direction of us developing more responsive, transparent and data-driven governance systems.
Now, Nigeria like the rest of the world is slowly trending towards digital government in line with the general adoption of AI in Nigeria's public sector (AI 6.1). Nwosu et al (2024) in their research findings have stated that the deployment of artificial intelligence technologies in Nigerian Governance will be capable of achieving the administrative efficiency, policy communication, and the inclusiveness of the citizens. Mogaji (2020) further states that the chatbot technologies are getting embedded in the institutional frameworks of digital transformation in Nigeria. Similarly, Suleiman et al (2025), states that academic and government organisations in Nigeria are working towards the solution of chatbots in enhancing their communication and support services. These tendencies reflect the increased importance of AI in the public administration of the country as a whole, and particularly of the regional government structures.
In this context Kano State Government has become one of the public institutions that embraces digital innovation in relation to enhancing communication of services. Kano State's use of AI-powered chat-bots in digital platforms is the strategic step towards an improved information dissemination, citizen engagement and institutional responsiveness. As suggested in Endurance & al. (2021), the combination of AI tools with the administrative system brings about smarter governance and improved communication flow. In adherence to the general tendencies in the national and global context by Androutsopoulou et al. (2019) and Nwosu et al. (2024), the digital initiative created by the Kano State Government is a relevant background to research the role and effect of AI-powered Chatbots in public service communication. This study is, therefore, concerned with evaluating the impact of Artificial Intelligence (AI) powered Chatbots in Public service communication in the digital ecosystem of Kano State Government.


1.2 Statement of the Problem
The emerging integration of Artificial Intelligence (AI) in governance has altered the way that governments communicate with their citizens, however, it has an uneven and under explored implementation in Nigeria. While the studies such as that of Androutsopoulou et al. (2019) and Nwosu et al. (2024) confirm that the use of AI-powered chatbots facilitates efficiency, accessibility and responsiveness in public communication, many public institutions still struggle to maximise these potentials. In the case of Kano State, digital platforms have been put in place to enhance access to government information and services, but now the extent to which AI chatbots are effectively being utilised to support real-time communication and engagement is not well documented. Ideally, AI-powered systems would eliminate the communication void between citizens and the government, ensuring timely flow of information and participative governance (Alareej, 2024; Aoki, 2020). However the contemporary situation shows that there is not conformity in the size of technology adoption and achievement of these desired communications results.
Existing research mainly focus on the application of AI in the education, health, and financial service sectors (Endurance et al., 2021; Baabdullah et al., 2022), therefore, there still remain a big knowledge gap on their application in Nigeria's public service communication context. Furthermore, there is scanty empirical evidence regarding the impact of AI chatbots in terms of citizen engagement, trust and quality of information dissemination in regional governance systems like Kano State. According to U. et al. (2025), AI communication tools can fight misinformation and promote administrative transparency but little evaluation has been done on how such technologies work within the framework of local governments. This gap identifies a need for systematic research into effectiveness of AI-powered chatbot for communication in public institutions. Hence, this research work is to fill this gap by examining the utilisation, effectiveness and communicative impact of AI powered chatbots in the public service communication in Kano State Government digital platform.
1.3 Purpose of the Study
The purpose of this study is to examine the impact of AI-powered chatbots on public service communication in the Kano State Government digital platform. The specific objectives are to:
1.To examine the extent to which AI-powered chatbots are utilized for public service communication in the Kano State Government.
2.To assess the effectiveness of AI-powered chatbots in improving information dissemination by the Kano State Government.
3.To examine the impact of AI-powered chatbots on citizen engagement within the Kano State Government digital communication framework.
4.To identify the challenges associated with the use of AI-powered chatbots in public service communication by the Kano State Government.

CHAPTER THREE
RESEARCH METHODOLOGY (Preview)
Research Design: The study adopted a descriptive survey research design.
Population of the Study: The population of the study comprises government communication officers and ICT staff involved in digital interaction and data management within the Kano State Government.
Sample Size Determination: The study adopted the Taro Yamane formula to determine a sample size of 147 participants.
Sampling Technique: The study employed a stratified random sampling technique to select the individual respondents.
Research Instrument: The study utilized a structured questionnaire as the instrument for data collection.
Methods of Data Analysis: The collected data were analyzed using frequencies, percentages, means, and standard deviations to summarize and present the demographic characteristics of the respondents and their responses. Inferential statistics, such as Pearson Product Moment Correlation Coefficient (PPMC), were used to test the hypotheses.

MAJOR FINDINGS (Preview)
The analysis results were presented in tables. Based on the results obtained from the analysis, the following findings are made:
i. The study found that AI-powered chatbots are significantly utilized for public service communication in the Kano State Government digital platform, as evidenced by mean scores ranging from 2.77 to 3.19, which are above the acceptance benchmark of 2.50.


ii. The study found that AI-powered chatbots significantly improve information dissemination by the Kano State Government, as evidenced by mean scores ranging from 3.18 to 3.26, which are above the acceptance benchmark of 2.50. The corresponding hypothesis test further showed a correlation coefficient (r) of 0.56, t-value of 7.88, and p-value of 0.000 (p < 0.05), leading to the rejection of the null hypothesis.


iii. The study found that AI-powered chatbots have a significant positive impact on citizen engagement in the Kano State Government digital platform, as evidenced by mean scores ranging from 3.17 to 3.23, which are above the acceptance benchmark of 2.50. The corresponding hypothesis test further showed a correlation coefficient (r) of 0.62, t-value of 9.34, and p-value of 0.000 (p < 0.05), leading to the rejection of the null hypothesis.


iv. The study found that several challenges affect the effective use of AI-powered chatbots in public service communication by the Kano State Government, as evidenced by mean scores ranging from 3.20 to 3.25, which are above the acceptance benchmark of 2.50. The major challenges identified include limited technical expertise, inadequate funding, difficulty understanding local languages, limited public awareness, and poor internet connectivity.

This study is, therefore, concerned with evaluating the impact of Artificial Intelligence (AI) powered Chatbots in Public service communication in the digital ecosystem of Kano State Government.


1.2 Statement of the Problem
The emerging integration of Artificial Intelligence (AI) in governance has altered the way that governments communicate with their citizens, however, it has an uneven and under explored implementation in Nigeria. While the studies such as that of Androutsopoulou et al. (2019) and Nwosu et al. (2024) confirm that the use of AI-powered chatbots facilitates efficiency, accessibility and responsiveness in public communication, many public institutions still struggle to maximise these potentials. In the case of Kano State, digital platforms have been put in place to enhance access to government information and services, but now the extent to which AI chatbots are effectively being utilised to support real-time communication and engagement is not well documented. Ideally, AI-powered systems would eliminate the communication void between citizens and the government, ensuring timely flow of information and participative governance (Alareej, 2024; Aoki, 2020). However the contemporary situation shows that there is not conformity in the size of technology adoption and achievement of these desired communications results.
Existing research mainly focus on the application of AI in the education, health, and financial service sectors (Endurance et al., 2021; Baabdullah et al., 2022), therefore, there still remain a big knowledge gap on their application in Nigeria's public service communication context. Furthermore, there is scanty empirical evidence regarding the impact of AI chatbots in terms of citizen engagement, trust and quality of information dissemination in regional governance systems like Kano State. According to U. et al. (2025), AI communication tools can fight misinformation and promote administrative transparency but little evaluation has been done on how such technologies work within the framework of local governments. This gap identifies a need for systematic research into effectiveness of AI-powered chatbot for communication in public institutions. Hence, this research work is to fill this gap by examining the utilisation, effectiveness and communicative impact of AI powered chatbots in the public service communication in Kano State Government digital platform.
1.3 Purpose of the Study
The purpose of this study is to examine the impact of AI-powered chatbots on public service communication in the Kano State Government digital platform. The specific objectives are to:
1.To examine the extent to which AI-powered chatbots are utilized for public service communication in the Kano State Government.
2.To assess the effectiveness of AI-powered chatbots in improving information dissemination by the Kano State Government.
3.To examine the impact of AI-powered chatbots on citizen engagement within the Kano State Government digital communication framework.
4.To identify the challenges associated with the use of AI-powered chatbots in public service communication by the Kano State Government.

This chapter critically examines relevant literature that would assist in explaining the research problem and, furthermore, recognizes the efforts of scholars who had previously contributed immensely to similar research. CHAPTER THREE
RESEARCH METHODOLOGY (Preview)
Research Design: The study adopted a descriptive survey research design.
Population of the Study: The population of the study comprises government communication officers and ICT staff involved in digital interaction and data management within the Kano State Government.
Sample Size Determination: The study adopted the Taro Yamane formula to determine a sample size of 147 participants.
Sampling Technique: The study employed a stratified random sampling technique to select the individual respondents.
Research Instrument: The study utilized a structured questionnaire as the instrument for data collection.
Methods of Data Analysis: The collected data were analyzed using frequencies, percentages, means, and standard deviations to summarize and present the demographic characteristics of the respondents and their responses. Inferential statistics, such as Pearson Product Moment Correlation Coefficient (PPMC), were used to test the hypotheses.


CHAPTER FOUR:DATA PRESENTATION AND ANALYSIS
MAJOR FINDINGS (Preview)
The analysis results were presented in tables. Based on the results obtained from the analysis, the following findings are made:
i. The study found that AI-powered chatbots are significantly utilized for public service communication in the Kano State Government digital platform, as evidenced by mean scores ranging from 2.77 to 3.19, which are above the acceptance benchmark of 2.50.


ii. The study found that AI-powered chatbots significantly improve information dissemination by the Kano State Government, as evidenced by mean scores ranging from 3.18 to 3.26, which are above the acceptance benchmark of 2.50. The corresponding hypothesis test further showed a correlation coefficient (r) of 0.56, t-value of 7.88, and p-value of 0.000 (p < 0.05), leading to the rejection of the null hypothesis.


iii. The study found that AI-powered chatbots have a significant positive impact on citizen engagement in the Kano State Government digital platform, as evidenced by mean scores ranging from 3.17 to 3.23, which are above the acceptance benchmark of 2.50. The corresponding hypothesis test further showed a correlation coefficient (r) of 0.62, t-value of 9.34, and p-value of 0.000 (p < 0.05), leading to the rejection of the null hypothesis.


iv. The study found that several challenges affect the effective use of AI-powered chatbots in public service communication by the Kano State Government, as evidenced by mean scores ranging from 3.20 to 3.25, which are above the acceptance benchmark of 2.50. The major challenges identified include limited technical expertise, inadequate funding, difficulty understanding local languages, limited public awareness, and poor internet connectivity.
